China’s beauty and skincare segments have recovered strongly from the height of the pandemic in Q2 2020. In particular, foreign brands – which are traditionally deemed attractive and play a dominant role in the Chinese cosmetics scene – have contributed to 86% of total retail sales.
In addition, China’s new cosmetics legislation – the Cosmetic Supervision and Administration Regulation (CSAR) – has come into effect this year. In accordance with the CSAR, the Provisions for Management of Cosmetic Registration and Notification Dossiers have also been implemented. These updates have helped streamline the registration and notification process for industry players, and helped catalyse growth through new regulations such as providing for animal testing exemptions under certain conditions.
The appeal of foreign brands, coupled with regulatory updates, makes China an attractive market for overseas cosmetics companies. Yet, a clear understanding of in-market rules and regulations is still a must for any company looking to succeed in Asia’s largest economy.
